First topic message reminder :

Last October, the people of Beaver Creek voted 73% in favour of converting the Beaver Creek Improvement District (BCID) into a service area of the Alberni-Clayoquot Regional District (ACRD).

Five months have passed and BCID has not shown much movement towards the conversion.

The ACRD has committed $800,000 to infrastructure upgrades in 2012 and more recently applied for an additional $810,000 grant for a total of $1.61 million in water system improvements for Beaver Creek.

It was proposed that June 1st be a target date for conversion to enable work to commence in 2012 as these funds cannot be used for works that are not the responsibility of the ACRD.

BCID was supposed to make a decision to move forward with the conversion at last night's regular monthly meeting however the meeting was cancelled. The note on the door did not specify why it was cancelled however said the next meeting will be held on April 16th.

Rarely do leopards change their spots. Chances are high that BCID trustees are up to the same game that they have been playing all along trying to maintain the status quo. Is it time to rally the troops AGAIN? Doesn't the voice of the people mean anything to them? ACRD has put their best foot forward and now its time for BCID to do the same.

Ha ha I got under your skin eh! We don't worry about how many posts a person contributes to a thread here -- it's all about freedom of speech -- no control freaks at albernitalk.

BTW I know who I am dealing with too: you write BCID's propaganda. BCID made that known to the world when they published their reports on-line. It's not hard to check out the properties of documents on-line. You made it known to the world when you created your own blog then identified yourself as the creator of it on another local web board. You truly have a conflict of interest because you hold a pecuniary interest in this matter. Usually when someone has a financial interest in a matter of public interest they declare it openly... otherwise they could be viewed as jaded or untrustworthy.

Beaver Creek drinking water is an issue. If you haven't noticed we are under another boil water advisory and can not drink water straight from the tap right now. BCID has not fulfilled their obligation to the people and in effect are screwing around with our lives. I very much care about what I put into my body. This isn't about speeding up the democratic process. This is about getting safe drinking water. It's time for BCID to move out of the way so we can get safe drinking water.

Pen in an earlier post you said "It bothers me to see Susan Roth so vigorously bitching at people she has personal history with and putting her opinion about under the guise of giving a damn about the water in my kitchen tap."

Looks like Susan Roth isn't the only one to speak publicly about this matter. ALBERNI VALLEY NEWS PUBLISHED THIS LETTER TO THE EDITOR in today's paper.

To the Editor,

Beaver Creek still suffers frequent boil-water advisories. The potential exists to begin work this summer on solving the problem, but little seems to be happening to realize this potential.

Proposals exist to build a new reservoir and to allow use of city water in times of excessive turbidity. Unfortunately, the money available for this work can only be accessed after the improvement district (BCID) becomes a service area of the Regional District (ACRD) – a conversion mandated by referendum in October 2011, almost five months ago.

Sadly, the trustees of BCID do not appear to be seriously getting on with conversion, despite ACRD urgings. The ACRD has recently made a written request for decisions; on a final date for conversion and on acceptance of existing project proposals.

BCID’s apparent response has been to cancel the monthly board meeting (Mar. 19) at which these requests should have been publicly aired and acted on.

Residents were given no notice (apart from a sheet pinned to the office door) or any reason for the cancellation.

This is not only discourteous but unacceptable. BCID should promptly re-schedule the cancelled meeting and let the public witness and make input to their response to ACRD’s requests. The people of Beaver Creek deserve to have their trustees act, and be seen to act, positively and without delay.

The referendum decision must be implemented; with the water system placed under ACRD management and the proposed work initiated, as soon as possible.

Beaver Creeks best and lowest priced option was the Corix plan. People will start remembering that when the ACRD starts to screw up as is the norm with bureaucracy. I will wait to be proven wrong but I don't think I will have to eat Crow and it won't be me run out of town on a rail. affraid

Sure will be nice when one of the many fifedoms in this Valley bites the dust. I find the amount of administerial duplication and internal barriers in this Valley very perplexing at times.

Beaver Creek drinking water USED TO BE an issue. The solution Susan Roth proposed was dissolving the BCID and converting to a regional district service area. The people voted and agreed. This process is now in train.

The BCID is a lame duck steward at the moment. It has no power to effect any change except what conversion entails.

It has no power to "move out of the way" as you put it, because it is up to the ACRD and BCID joint committee to take care of conversion -- and ONLY conversion. Until that committee finishes its joint work and gets approvals from the ACRD, the province, yada yada yada, there's no where to go.

When the newly formed Beaver Creek Service Area comes about, who will we blame for the delays in "getting safe drinking water?" As they say, be careful what you wish for. You may get it.

There WILL be delays because it all starts over from square one.

We will be boiling water in Beaver Creek for the foreseeable future and then some. I'm still of the opinion that the Corix deal was the best bet. And, who knows? The ACRD has called for third party bids to operate another water system in the region. They could just as easily call for bids on this one.

I so agree with you Chris. This town has such a difficult time moving forward because of it. Lots of people see the dissolution of BCID as a step in the right direction. Very Happy

The ACRD has conducted themselves in a professional manner in every respect. I would never say that about BCID. You're right though a third party may need to be called in but it won't be to operate the water system...it will be to step in on behalf of the people of Beaver Creek and finalize the conversion process.

Don't make me laugh about the P3 deal with Corix Utilities being "the best bet." I think most people around here know what was behind that deal and it most certainly was not in the best interests of the people. Someone local stood to make a lot of money from it. I don't need to say any more because almost everyone that follows the issue knows about it.

There is nothing on this thread that could harm anyone other than the unfounded poisonous comments made against Susan Roth. Oh and if you're trying to scare me into thinking that you have grounds for a lawsuit then go for it! You know my name and can easily find my address. I live in the house that has crappy drinking water...oops that means I could live anywhere in Beaver Creek.

I have copies of all of the information and the minutes are posted on-line on the ACRD's website. It's all public information. ACRD knows how to handle information and conduct proper meetings. I have attended recent meetings at ACRD to stay informed of the issue.

The only person on here who mentioned any names is you old mastermind of the forum. In all other forums where names were made public it was again the same mastermind. You seem too really think it your lot in life to out people on anon forums. I will leave this thread now as it has outlived its usefulness and actually I am getting bored with it. If you haven't noticed it doesn't matter if names are mentioned we still know who the people are -- personal identifiers need not be a person's name.

I brought in 2 names that were attached to editorial pieces that were published in the local media. There's nothing wrong with that because those names were brought into a public forum by the individuals themselves. Don't make the mistake of thinking that because those names are out there that it is okay to personally attack because it's not okay. You have to back up your comments with facts.

As far as the usefulness of this thread goes it has been extremely useful. People finally got to have there say on an important local matter and important facts came out that will allow readers to better understand the issue.

You can stop being a part of the conversation Possum makes no difference to me...that's what you're supposed to do if you're not interested.

If all of the above is true, then why not name the "local" who you stated stood to gain a lot if the Corix deal went through? It's as much a personal attack to use innuendo and suggestion as it is to name them outright. So, if you're such a champion of free expression -- go for it.

And by your own rules stated above, "you have to back up your comments with facts."

I did name the person that stood to gain from the BCID/Corix deal. I said the person is "local" and "almost everyone that follows the issue knows about it." Both of those quoted statements are true.

Recently I attended a public meeting that had nothing at all to do with Beaver Creek water and people in that meeting were talking about the above information. I was not the source of their information. It is something that is widely known in this community.
