A growing number of responsive and proactive B.C. Municipal and City Councils are passing motions for moratoriums on mandatory installation of B.C. Hydro's wireless "Smart" Meters as follows:

"According to Bill 23-2008 of the British Columbia Public Health Act, section 83

(1) a municipality must take action when it learns of something that could be harmful to its residents. It must notify the Minister of Health or take immediate action. At its June 27 Council meeting, the City of Colwood, B.C. passed a motion to write to the Minister of Health and, due to the potential for wireless smart meters to cause harm or to compromise security, request a moratorium on mandatory installations of wireless meters. The Council also requested that concerned residents be offered safer alternatives at no cost to them.

Moratorium on “Smart Meter” Reality Check
Municipalities in British Columbia are local governments incorporated by
the province. In total, there are 160 municipalities in the province,
covering over 85% of its population. They range from a 44 hectares 4
(109 acres) village with fewer than 200 people, to a city of 578,000.
A municipality is created to allow a community to govern itself and to
provide and regulate local services. These services typically include, but
are not limited to, the provision of drinking water, sewers, roads, fire
protection, streetlights, garbage/recycling collection, land use planning,
building inspection, and parks.
Municipal status
Within their limited jurisdictions, Municipalities are autonomous,
responsible and accountable to their citizens and to the province. Their
powers and responsibilities are regulated through the Local
Government Act of British Columbia, the Community Charter, and, in
the case of Vancouver, the Vancouver Charter. They have the power of
a natural person, the power to expropriate, and the power to establish
and enforce bylaws. They are able to raise funds through property
taxes and user fees, and borrow through the Municipal Finance
Authority to pay for services and capital costs.
Municipalities are governed by a mayor and council. These are
democratically elected on the third Saturday of November every three
years. The last municipal election occurred on November 15, 2008, and
the next will occur on November 19, 2011.
Each municipality is a member of a Regional District to which their
councils elect representatives. The Board of Directors of the Regional
District is used as a forum to discuss regional issues.

“The Union of British Columbia Municipalities (UBCM) is an organization
that has served and represented the interests of local governments in
BC since 1905.
“In today's ever-changing world, where shifts in senior government 5
policies, or in economic, social or political conditions, can have an
immediate effect on local government, UBCM stands as a "listening
post." UBCM initiates, monitors, interprets and reacts where such
changes could have an effect on local governments and the
communities they serve.”
At the UBCM Conference in September, 2011, BC delegates voted 54%
to 46% to support a moratorium on Smart Meters in British Columbia.

process of sending official requests to the Ministers in Victoria.
